The National Resource Charter benchmarking framework has been developed to diagnose, assess and monitor the governance of wealth from oil, gas and minerals in resource rich counties.

Based on the twelve precepts of the Natural Resource Charter, the framework is made up of a hierarchy of questions and supplementary guidance to help researchers carry out structured country-specific analyses on a wide range of interlinked issues involved in transforming valuable resources underground into development above ground.

Independent SP’s Director, Jordon Kuschminder, was requested by theNatural Governance Resource Institute to review, and ultimately, re-construct a new set of Framework Questions and draft Guidance Note for Precept 5 on Local Impacts.
